The Program of Projects or, ‘POP’ outlines the use of FTA formula funds allocated to Luzerne County region. These FTA formula funds include the Section 5307 Urbanized Area Formula Program, and the 5339 Buses and Bus Facilities Program.
The POP complements the Lackawanna-Luzerne MPO’s Transportation Improvement Program (TIP) which lists how all federal transportation funds are programmed. LCTA as a Designated Recipient is responsible for publicizing the POP.
