Disadvantaged Business Enterprise (DBE) Program
The Luzerne County Transportation Authority (LCTA) has established a Disadvantaged Business Enterprise (DBE) program in accordance with U.S. Department of Transportation (DOT) regulations, 49 CFR Part 26. As a recipient of federal financial assistance, LCTA has signed an assurance to comply with these regulations and is committed to ensuring equal opportunity for socially and economically disadvantaged businesses to participate in DOT-assisted contracts.
DBE Program Objectives
- Ensure nondiscrimination in the award and administration of DOT-assisted contracts.
- Create a level playing field for DBEs to fairly compete.
- Remove barriers to DBE participation.
- Assist the development of DBEs to compete successfully outside the program.
